A brief explanation of clinical commissioning groups

A Clinical Commissioning Group is a group of Gps with a certain set of responsibilities in order to improve local health services. These groups will serve from April in 2012 to work on the design of health services in England and will buy or commission health services including urgent and emergency care, rehabilitation care, and elective hospital care.

They will work with professionals in healthcare and patients with local authorities and local communities as partners. As well as GPs, groups will have at least one registered nurse along with a doctor who will act as a secondary care specialist. They will be subject to boundaries which typically cross the boundaries of local authorities. The groups will arrange urgent and emergency care services within their boundaries as well as commissioning services for patients in the area who are unregistered. Any GP practice will have to be a part of one of the groups.

A white paper which was published in 2010, entitled 'Equity and Excellence: Liberating the NHS' made the announcement the introduction of a role of commissioner for Gps. It is a government plan which intends to create a clinically-minded commissioning system with the intention of understanding the requirements of the patient.

There will undoubtedly be a number of health care professionals who will wish to work with GP commissioners which will provide healthy competition. The groups which have been set up so far are preparing for the transfer by acting as GP Pathfinders. They will work with Primary Care Trusts who,in shadow, have the duty of commissioning health care services. There are at present a a Pathfinder Clinical Commissioning Groups covering a large part of the country.

The NHS Commissioning Group Board will oversee the groups to ensure that they have the capacity and are capable of commissioning services with success as well as meeting their financial responsibilities. It has been in existence in shadow form since June of 2011 and aims to be entirely operation in April, 2012. There is likely to be a range of healthcare professionals in its senior structures, including a Chief Nursing Office and Medical Director.
